A slew of new laws go into effect in Maryland on Oct. 1. The laws address everything from hit-and-run suspects to increasing highway speed limits.
One new law will make medicine that reverses heroin overdoses available without a prescription. In Baltimore City that's a big deal.
Last year, 303 people died from heroin and opioid overdoses, while the number of homicides was 211.
Civil immunity protections will be expanded to first responders, police and others who administer the heroin and opioid overdose-reversing drug naloxone.
